Establishing the institutional repository and making the research results of the institution available worldwide benefits the institution, the researcher and society. Determining the steps for building an institutional repository and customizing the operational standards and the protocols is therefore a most important task for any institution. To this end, ANKOS (Anatolian University Libraries Consortium) Open Access and Institutional Repositories Working Group (AEKA) has prepared a guide for administrators and librarians who will be involved in the process of establishing the institutional repository.

The main steps for establishing an institutional repository are:

Determining an archive policy: Universities around the world formulate policies to support the open access movement by enabling free access to the information resources which are produced by the researchers within their institutions. The method of implementing the activities for designing the electronic archives, which identify different content separately for the researchers, should be previously determined. Determining the archive policy is the most important component for generating the content of the archive. The deposit policy can be determined as optional or mandatory. By applying optional archive policies, only a small portion of research output of the institutions will be available. Therefore only the mandatory policies can be effective for avoiding this, encouraging wider contribution, and ensuring the institutional repository content.

Archiving policy of the content: The method of content recruiting depends on self-archiving. This is done by depositing copies of the scientific studies by the author and making them open access. The post-prints of the published articles have the highest priority within the repository.

Repository standards: The establishment of an institutional repository system is expected to meet the requirements determined by the Open Archives Initiative (OAI). This should be recognized among any national and international open access expansion for its efficiency and competence.

Metadata and OAI-PMH compatible institutional repository software: The choice of an OAI-PMH compatible software system and metadata are themost crucial steps.

Digital preservation and conservation: The sustainability and accessibility of the repository should be secured in long term.

Intellectual property rights management: When collecting the studies of the researchers within the scope of the intellectual property rights, the issue of copyright is important. The author should have the right to publish his/her study in an electronic environment and the terms of use should be in accordance with the copyright laws of the study.

Cost and staff: The initial cost of the institutional repository is determined by the system administration and configuration, metadata, staff as well as digital storage factors. There is an ongoing cost for providing and maintaining the service and data storage and backup.

Workflow for implementing the institutional repository: The archiving process starts with the electronic copy of the publication, which will be stored in the archive. This is loaded by its author and librarians who are working in the system with its metadata information. The storage process contains metadata collecting, file management and publication permission.

OAI-PMH compliant institutional repositories in the World and in Turkey: Each day, the number of institutional repositories in the world is increasing. Some OAI-PMH compliant institutional repositories are listed.
